You can create centrally managed option sets on your central server in the same way as you create options sets on an individual site.
If you have existing option sets on your child sites and you would like to manage these centrally, you can create an equivalent set on the central server and link it to the one on the individual sites that you would like to be centrally managed.
Once you have created an option set, press the push button to push it to all sites or go to the site management tab to push it to sites individually.
Note: Before you push a new option set to sites, make sure the products in the option set exist on each site, otherwise they will not be included in the option set.
Once you have added the option set you can link it to products as you would normally, and push any changes out to all sites.
