If you have created option sets on your individual sites, but would like to manage these centrally, you can do this by linking a central option set to the correct existing option set on each site.
First locate or create the option set that you would like to link to the currently non-centrally managed existing option sets. Then go to the site management tab.
Instead of pushing the option set to the individual sites, press 'Link to existing'. This will bring up a dropdown list of all the option sets on that site so you can select the correct one to link to.
Once selected press 'Link with this existing option set'
Once an option set is linked, you will be able to edit it from the central server and push down changes. You will also be able to link it to products on the central server and push the association to individual sites.
